In 1999, to mitigate the impact of the SkyTrain extension through New Westminster, a tri-party agreement between the City of New Westminster, Translink and Rapid Transit Project 2000 was made to create a new riverfront park at the confluence of the Brunette and Fraser Rivers. This $7 million development involved the creation of new lands and redevelopment of the Fraser River foreshore to harbour new fisheries habitat, viewing platforms, docks, cycling trails and walking trails in the historic Sapperton Heights area of New Westminster. The park is part of the GVRD Greenway Corridor that will link New Westminster Quay to Simon Fraser University.

Matcon was the managing partner in a joint venture contracting entity formed with two First Nations groups to bid for and subsequently construct this extensive project. The project also involved 340,000 tonne of rock fills placed from the water, a 2.4 metre diameter storm outfall, watermain, electrical, and landscaping work.
